Abstract

The state and public administration have a duty to pursue a lot of important aims and tasks. Public institutions ought to be efficient. Political and legal thought gives some hints on how to govern effectively. One of some interesting ideas was put forward by the Polish thinker Wawrzyniec Surowiecki at the beginning of the 19th century. The directives for effective activity are included in his concept of free-market economy. He was convinced that his ideas, especially the practical guidelines, can be creatively applied in the Duchy of Warsaw.
