Zmiany zachodzące w przestrzeni Bydgoszczy w wyniku wykorzystania środków europejskich

Abstract

The aim of the article is to draw attention to the changes that take place in the urban space of Bydgoszcz as a result of investments, planned and completed by governing bodies at various levels with the help of European grants. The study presents at first the spatial, demographic and economic qualities of the city of Bydgoszcz. It then presents the organization of power and the system of governing of the city as well as the catalogue of tasks which can be assigned to the authorities of a municipality according to Polish law. Next it explains the sources of financing of a city’s government and performing of tasks by governing bodies at various levels, taking into account procedures of budget approval and European grants procurement. It discusses the changes which occur in the urban area as a consequence of the completion of scheduled activities/investments subsidized with European grants within 3 financing periods, i.e. in the first period, so called pre-accession period (the years before Poland joined the EU), the second period lasting from 2004 to 2006 and the third period form 2007-2013. Since the latter period is ongoing, the article shows it from the point of view of what has been completed and what is planned to be completed until the end of this period.
