Abstract

The paper inaugurates a series of articles aimed at an analysis and evaluation of the municipal waste management system for the communes of the Bydgoszcz County. The analysis will cover both the time span before 01 January 2012 when the revolutionary amendment to the Act of 13 September 1996 on Maintenance of Cleanliness and Order in the Commune became effective, and the period after that date. The objective of the analysis is to track the implementation of new legal solutions, which will to find out in what way the communes perform new duties in the field of waste management imposed upon them. The first article comprised in this series, after a brief characterization of the District of Bydgoszcz, presents main features of the previous system which was operative in the District of Bydgoszcz until 31 December 2011. In particular, it deals with the coverage of the population by the scheme, the issues of licensing, recording and controlling of the waste collection contracts entered into by the real estate owners. Furthermore, the issues of environmental education of the residents of the commune are discussed.
